Discusses how the "wall" between intelligence and criminal investigation enabled Kifah Wael Jayyousi to be hired to manage facilities for DC public officials, when the Federal government had been tracking him for years on account of ties to terrorism. Also discusses Jayyousi's ties to Adham Amin Hassoun, who might have recruited Jose Padilla, the "dirty bomb" suspect:

He has visited with President Bush in the White House, where he assured the President that the Muslim community "unanimously condemns" the terrorist acts of 9/11."
